The Director General of Aerospace Equipment Program Management (DGAEPM), within the Department of National Defence (DND), is seeking One (1) Senior Project Manager. The “Resource” will provide project management support to the Aerospace Engineering Test Establishment (AETE) team, who will be assigned as an Engineering Flight Test Rationalization (EFTR) Initiative Coordinator, in support of the Aerospace Engineering Test Establishment.

Mandatory requirements

  • University (PhD, Graduate, Undergraduate, degree);
  • must have post-secondary education degree from a recognized university in a technical discipline such as aviation, science, or engineering;
  • valid Project Management Professional (PMP) qualification from the Project Management Institute (PMI) or equivalent qualification;
  • must have implemented large projects with military, aviation, and infrastructure aspects, where the Resource was responsible for the development of project documents, risk mitigation plan, project budget and project reports (status and progress) to Senior Management;
  • must have experience at least in six (6) of the following ten (10) program management activities on a large project, within a large organization (i.e. department, agency, or crown corporations):
    • Large Project is defined as a project over $25M
    • a. Preparing formal work breakdown structure and compliance charts;
    • b. Producing draft plans and sections for incorporation into the Project Implementation Plan;
    • c. Preparing draft evaluation plans, criteria and evaluation schedules;
    • d. Developing or evaluating deliverables and requirements;
    • e. Monitoring the implementation of the project against established goals, objectives and milestones; f. Performing project control functions such as managing project plans and schedules, monitoring receipt, review, acceptance deliverables, identifying key milestones, reviewing project payment, managing risk;
    • g. Conducting post project reviews, audits, and developing lessons learned;
    • h. Contributing to the organization’s strategic and business planning initiatives (e.g., identifying strategic goals and objectives and implementing initiatives to achieve them, Policy Development, Standards Development and Program Review);
    • i. Coordinating drafts and preparing for signature project documents and reports; and j. Use of project management software such as DOORS or MS Project on any version of the software that has been released since 2005.

Optional requirements

  • experience providing strategic advice verbally and through written memos or briefing notes or reports to Federal Government Department Senior Officials: Director, Director General, Assistant Deputy Minister (ADM) and Chief Financial Officer (CFO) or equivalent;
  • Resource should have implemented large projects with military, aviation, and infrastructure aspects, where the Resource was responsible for the development of project documents, risk mitigation plan, project budget and project reports (status and progress) to the Senior Management;
  • experience with change management (training, communications and organizational change) practices and related activities within a large organization (department, agency, or crown corporations). Large organization is defined as an organization having >500 employees;
  • Resource should have demonstrated experience working within the Department of National Defence;

General tasks

  • Review and amend as required, the EFTR Master Implementation Plan (MIP) and EFTR Concept of Operations (CONOPs);
  • Guide the relevant SMEs through the execution of the EFTR MIP;
  • Manage the EFTR Initiative using project management best practices addressing scope, cost schedule, risk, and communications management;
  • Provide specialist input to RFPs, MOUs, Service Level Agreements and contractual documentation;
  • Participate in review meetings, discussions and propose advice/solutions to EFTR management including the AETE Commanding Officer (CO) and the Director General Aerospace Equipment and Program Management
  • Liaise with stakeholders for matters affecting EFTR;
  • Prepare reports, summaries and contract reports to document and record work / initiative reviews performed and identify conclusions and recommendations;
  • Participate in periodic reviews and revision of the existing MOU between Transport Canada and the Department of National Defence (DND) for provision of aircraft for proficiency flying and aircraft maintenance support ensuring Airworthiness requirements related to operation of an Acceptable Maintenance Organization are addressed and provide advice and recommendations to AETE leadership on the same;
  • Participate in periodic reviews and revision of the existing MOU between the National Research Council (NRC) and the DND for the provision of Flight Test Instrumentation support, ensuring Airworthiness requirements related to operation of an Acceptable Design Organizations are addressed and provide advice and recommendations to AETE leadership on the same;
  • Participate in development and periodic review (once established) of an MOU between the Canadian Coast Guard (CCG) and the DND for the use of the CCG’s Bell 412 / Bell 429 simulator located within the Transport Canada – Aircraft Services Directorate’s simulator facility at the Ottawa International Airport,
  • Participate in revision (and review) of the existing Service Level Agreement between 1 Wing and the AETE to add provision of 300hrs / 600hrs inspections of 1 Wing CH146 aircraft by TC-ASD personnel operating out of 14 Hangar and the provision of maintenance of AETE’s Aviation Life Support Equipment and Night Vision Goggles by 1 Wing personnel, ensuring Airworthiness requirements related to operation of an Acceptable Maintenance Organizations are addressed and provide advice and recommendations to AETE leadership on the same;
  • Participate in periodic review of the 14 Hangar Renovation Design with personnel from Assistant Deputy Minister (Infrastructure and Environment) (ADM(IE)), Defence Construction Canada (DCC), the architectural consultants and construction manager and provide recommendations and advice to AETE Leadership on the same;
  • Coordinate the fit up / equipping of 14 Hangar to ensure the hangar will be ready for occupancy once the renovations are complete. This will include coordination with government organizations within and external to the DND including those listed in sub-para l) above and personnel from the Vice Chief of Defence Staff, Assistant Deputy Minister (Information Management) and Shared Services Canada and provide recommendations and advice to AETE Leadership on the same;
  • Coordinate support to meet the requirements of AETE personnel operating out of the Interim Offices at 285 Coventry Rd. This will include coordination with government organizations within and external to the DND;
  • Perform any of the Project Manager services listed within the Task and Solutions Professional Services (TSPS) Supply Arrangement for this category.
